HADLEY – A kennel to house rescued dogs before they are adopted could be built near the town’s transfer station.

Jenny Franz, founder of Better Together Dog Rescue in Belchertown, told the Planning Committee last week that she was considering buying two vacant lots on a gravel stretch of North Branch Road, a road between Cemetery Road and the Connecticut River, for the purpose to carry on the project.

“I’m looking for a place to build my community-based dog shelter,” said Franz. “It would be a place to house and rescue and adopt dogs.”

Before she can pursue the project further, she has to ensure that there are sufficient street fronts for the property opposite, says Franz. Your purchase also depends on obtaining special clearance from the Zoning Board of Appeals.

According to the preliminary concept, there would be space for 16 dogs in one building on one property and the outdoor playground for the pets on the other.

William Dwyer, employee of the planning committee, said kennels and veterinary offices are allowed in the agricultural / residential zone with special permission.

“That’s pretty much a kennel,” said Dwyer.

The planners also informed Franz that there are houses near Cemetery Road and West Street. She replied that she was not trying to burden anyone with the project and that she had to be in an accessible place that was not completely off the beaten path.

Franz said she is keen to move ahead with construction so more dogs can be rescued and the community involved. Additionally, Franz hopes the website can be a place where people can get involved in projects like vaccine clinics, a mobile pantry, and a free shop.

Battery project approved

In other stores, planners approved battery storage, 12-meter-long concrete blocks and pylons associated with existing solar projects near the Hampshire Mall, before the planning committee.

Nexamp Inc. intends to add the battery backups for the 4.63 megawatt project, which will encompass more than 15 acres of farmland off Westgate Center Drive.

The board of directors previously approved the solar project in May 2017 and approved the installation of the battery backup in August 2019.

Mickey Marcus, director at SWCA Environmental Consultants in Amherst, said energy companies get a little more money on projects when they add battery backup. The batteries make it possible to store energy and transfer it to the grid at night.

The project is not in the city’s aquifer, which means the batteries could use ethylene glycol cooled systems.

Instead of requiring the batteries to use propylene glycol, the planners required that the concrete slab have curbs to contain spilled material.
