Federal judge issues order stopping Cumberland dog breeder from selling more than 2,000 Beagles through 2023


LYNCHBURG, Va. (WRIC) — A federal judge issued an order Monday that would bar Envigo, the controversial Cumberland County-based dog breeding facility, from selling more than 2,000 Beagles until 2023.

According to a statement released by PETA, documents filed by the US Department of Justice last week revealed that Envigo was attempting to “pre-fill” orders for 2,200 dogs – mostly from overseas customers – by July 2023.

On Monday, June 27, Senior US District Judge Norman K. Moon given an order Cumberland dog breeder’s motion for court approval to sell the dogs denied well into next year “[T]The court’s injunction … only permits the sale of animals under pre-existing contracts with delivery dates within 30 days of the injunction,” read Judge Moon’s order.

Envigo previously claimed on June 13 that it plans to sell about 500 dogs to research labs over the next 30 days, according to PETA’s press release. A bipartisan group of Virginia lawmakers had been working to prevent this.

“Today’s ruling has neatly thwarted Envigo’s shady attempts to expand operations and sell as many dogs as possible, even though it has already admitted it failed to meet the pathetic minimum requirements of the federal Animal Welfare Act,” PETA senior vice president said of Cruelty Investigations, Daphna Nachminovitch said in a statement. “It is time for Envigo to accept the Justice Department’s plan to adopt every single surviving beagle and close down this chronically cruel dog prison, as it has told the court.”

PETA’s press release also states that Envigo and the DOJ now have until 5:00 p.m. Wednesday, June 29 to submit a joint transfer plan for the approximately 3,200 Beagles remaining at the facility.

Envigo announced earlier this month that they were closing after a full investigation by 8News and an undercover operation by PETA that exposed the abuse of hundreds of beagles at the facility.
